with a coalition of civil society organizations, community-based organizations, experts, and media activists, the Jordan National NGO Forum (JONAF) brings together 40 full members from across the Kingdom, covering all aspects of the humanitarian and development sectors.

JONAF provides a joint platform for coordination, advocacy, and representation, enhancing the efficiency, accountability, and impact of its members.

JONAF members operate based on equal voice and participation, reflecting the coalition’s commitment to inclusivity, shared leadership, and transparent decision-making.

To unify and strengthen the role of national and local institutions in designing, leading, and implementing localized and sustainable solutions—grounded in equity, decentralization, and strong partnerships.

Our Vision

A future where Jordan’s humanitarian and development sectors are driven by empowered local actors, achieving sustainable and equitable growth through cohesive and transparent collaboration.

Core Pillars of Action

  • Crisis Resolution and Emergency Response – Enabling rapid, coordinated, and locally led responses to crises.
  • Localization of Aid – Making local leadership central to planning, analysis, and implementation.
  • Decentralization – Embedding responsive, community-driven solutions into national systems.
  • Women, Peace & Security (UNSCR1325) – Supporting the implementation of Jordan’s National Action Plan through localized approaches.

Strategic Objectives

JONAF advances inside-out and bottom-up approaches to strengthen community resilience and support the triple nexus agenda, UNSCR1325, and the SDGs by:

  1. Making localization a clear approach and strategic goal for donors and the UN.
  2. Applying the Charter for Change and Grand Bargain principles to enhance accountability.
  3. Integrating decentralization into all stages of relief and development responses.
  4. Building equitable partnerships between local and international NGOs.
  5. Reviewing and adapting financing policies to sustain civil society efforts.
  6. Establishing a platform for joint advocacy and representation at national and international fora.
  7. Ensuring strong representation and coordination in humanitarian and development platforms.

How We Work

Coordination & Representation

  • Representing members before government, donors, and international stakeholders.
  • Engaging in international processes to keep refugee and crisis priorities visible.

Advocacy

  • Influencing humanitarian and development policy through campaigns and strategic partnerships.
  • Active in: Localization Task Force · Humanitarian Partners Forum (HPF) · Jordan Strategic Humanitarian Committee (JOSH) · 3RP · Jordan International Cooperation Forum (JICOF) · NGO Leadership Platform · One Refugee Approach Working Group (ORAWG).

Knowledge & Capacity Building

  • Promoting localization and decentralization as core methodologies.
  • Enhancing members’ capacity in negotiation, financing, accountability, and sustainability.

Structure & Membership

JONAF is led by an Executive Board that represents the network externally, supported by working groups and a General Assembly of members.

ARDD also serves as coordinator, facilitating JONAF’s operations and strategic engagement.
